On November 27, 2009, the Federal Law of the Russian Federation “On Energy Savings and Improvement of Energy Efficiency” entered into force, replacing the law “On Energy Savings” from 1996.
As stated in Article 5 about the scope of the law, it applies to activities interconnected with the use of energy resources, which means to a greater or lesser extent it applies to all of us. What changes will bring a new law into our lives?
– The requirements for the circulation of goods using energy resources are changing. Russia says “no” to the production and import of goods with low energy efficiency (subject to the availability of analogues of these goods with high energy efficiency).
– The requirements for the energy efficiency of buildings are established. The responsibilities of accounting for the energy resources are changed. Regarding common property in apartment buildings, energy conservation and increase in energy efficiency will be held.
– All levels of the executive branch are charged with the obligations to create and implement programs for energy conservation and increase energy efficiency. A separate head of the law is devoted to information support for energy conservation and increase in energy efficiency.
The release of this law confirms the native need to create intellectual buildings and equip already built by modern automation systems, to introduce home automation systems in apartments and houses.
